The site at Corea Road is a 40.47-acre former U.S. Navy communications station in Gouldsboro, Maine, permitted for land-based RAS operations, with three-phase power, deeded seawater easements, and proximity to an established cold-water marine aquaculture research community.
Active Maine DEP and DMR permits already support RAS operations at this site. Deeded 30-foot right-of-way easements provide seawater access to Prospect Harbor, with intake permitted at approximately 50-foot depth. The USDA Agricultural Research Service's National Cold Water Marine Aquaculture Center (NCWMAC) and the University of Maine's Center for Cooperative Aquaculture Research (CCAR) operate roughly 20 miles away in Franklin, Maine, adjacent to one another on Taunton Bay, focused on Atlantic salmon genetics and cold-water finfish research. Palom has no formal affiliation with either institution — this is regional context, not a partnership.
Seawater infrastructure to Prospect Harbor has not yet been constructed — preliminary estimate is approximately $1.5 million. Buildings require extensive renovation, including roof replacement, before use as lab or support space. Any non-aquaculture research use would need its own review with the Town of Gouldsboro.
